Building the infrastructure for the future of aquatics
Changes in government budgets and funding have caused a re-evaluation of municipal strategies for developing community sports infrastructure and diversifying tax revenues. In the “new economy”, “cooperative relationships” are becoming more popular and are facilitating the progress of revenue producing projects to the forefront of priority lists. Utilizing these “value added“ service organizations, that create blended social and financial value, is not for everyone, but in areas of needed economic growth or re-vitalization they are emerging to be an ever expanding resource and option.
The National Swimming Center Corporation (NSCC) is a non-profit sports development corporation that supports new aquatic sports facilities development and the adaptive re-use or renovation of existing infrastructure in the United States. All NSCC projects will be aquatic centered but aquatic sports is just one of many cooperative sports and entertainment uses of our facilities. At the NSCC we are promoting professional multi-use sports design, professional sporting events and facilities operations and supporting the professional aquatic athlete.
John McIlhargy takes helm at NSCC as Executive Director
The Board of Directors of The National Swimming Center Corporation is pleased to announce that John McIlhargy, Director of Project Development for USA Swimming has agreed to take over the position of Executive Director of NSCC. John, with the backing and support of USA Swimming and the USA Swimming Foundation has supported the NSCC’s vision and objectives since its inception and will also serve as our liaison between the aquatic national governing bodies and our partner the USA Swimming Foundation.
As one of the originators and co-director of the Facilities Development Department at USA Swimming, John has worked with hundreds of facilities nationally and world-wide on the design, engineering, construction and operations of aquatic centers. He has also been the technical consultant of several Olympic, Olympic Trials and World Championships facilities and has educated community leaders, universities, public and private K-12 schools, designers and operational staff on financing, project management, economic impact, indoor air quality and the “sustainable” aquatic center.

Lee County vote's 4-0 to move forward on due-dilegence
Lee County took the first and most important step to having the nation's premier aquatic center in the City of Fort Myers at City of Palms Park. The City of Palms Park is one of the nations premier spring training facilities and has been expertly maintained by the county. A 120 day due-dilegence period is being conducted before any final decision is made by both parties..

At over $35M this study included the conversion of the 7500 seat Home of Boston Red Sox Spring Training, City of Palms Park. The Park is scheduled to be vacant as of April 2011 and NSCC plans construction to be 16-18 months for a Decemnber 2012 Opening.

Part of a large sports, entertainment and hospitality project by GlobeVest in conjuction with the government and other sports partners, this large "primarily" outdoor facility will be the centerpiece of a re-development project in Frederiksted at an estimated $16M. Opening scheduled for late in 2013.

Message from the Executive Director
For most of my professional life I have been cognisant of changes in aquatic facilities development and operations but six years ago, when I came to work at USA Swimming, I became more acutely aware of the extent that the business of aquatics and aquatic sports was changing and...how fast!
With community budgets severely diminished, swimming centers across the country have been negatively singled out. Coupled with the high cost of building and renovations, energy and water use, increasing regulatory requirements and the advancement of poor business practices, swimming is in jeopardy.
At USA Swimming I have had the privilege of working with individuals and organizations to help make a difference. USA Swimming and the USA Swimming Foundation have started the transformation by advocating a professional business model for aquatic sports and facilities development. More importantly the National Governing Body for Swimming advanced Make a Splash, educating the general public of the many benefits of aquatics, most of all the need to learn-to-Swim and safety.
I was honored to be a part of the solution by supporting the development of many new initiatives at swimming but I always felt we could do more for facilities development.
The concept of NSCC was crafted to fill that void and advance aquatic facilities development and sustainable operational management practices. Through the help and wisdom of others in the field of aquatics and a supportive Board of Directors at NSCC my dream has become a reality.

A GLIMPSE OF THE FUTURE
This campaign will support the development of the NSCC Premier Aquatic Centers and these facilities will become a showcase for all the benefits of aquatic sports and increase the awareness of fitness, water safety and high-performance athletics. In terms of promoting aquatic sports, these center will act as a rallying point for all the stakeholders: athletes, sponsors, parents, volunteers, clubs, and donors . Furthermore the National Swimming Centers will be environmentally designed to operate responsibly, efficiently and economically acting as an example for future it is only a start to what may be possible.
In the longer term, We want to help create a healthy city, a city where everyone young, old, rich, poor understands the importance of being fit for a lifetime. Drowning is the second leading cause of accidental death in children. We do not need to do the research. We already have the cure. Teach our youth to be water safe!
We want to be part of a fitness and athletic movement that makes participants healthier to help fight disease through healthy life-style choices and that uses fitness and athletics to develop character and discipline. We want to change the epidemic of child obesity by introducing our young people to a lifetime of exercise through swimming while making it fun at the same time.
We want to help identify the best athletic talent from the United States and help our local athletes set new standards of excellence. We look forward to supporting athlete development and supporting the Olympic Ideals with our community partners, supporters, sponsors and investors helping send athletes to the Olympic Games not just in 2012, but to many Olympic Games to come.
While these dreams may seem audacious, we understand the power of audacious dreams, for without them we would have few athletes who reach the top.

Fred Yeo, CPA. Director
Mr. Yeo has more than 20 years Real Estate, Development and Operations Management experience and, specifically, in a CFO capacity for the past 12 years. Prior to joining Alexandrina, Mr. Yeo was responsible for all aspects of management of a large national Energy Service and Real Estate Service company, which managed and developed office and industrial space across North America. Mr. Yeo has years of senior experience in all areas of financing, development, infrastructure, and vertical construction, in both the USA and Canada, managing the completion of such major projects as Sudbury, BTS, MAXIM, WRIDGE and MASCO. Mr. Yeo received his Bachelors degree in finance, his BA in economics at the University of Regina and his MBA from the University of Western Ontario. Mr. Yeo has extensive political advocacy experience with provincial, state and federal governments. Mr. Yeo serves on CREA Board, National Federal Energy Board, CFL Governing Directors, past director of the Federal Crown Owned Assets Advisory Council and continues to serve on various boards and committees in Energy and Real Estate Associations.
Dr. Mary Bluechardt, Director
Dr. Bluechardt is currently Dean of the Faculty of Health Sciences at the University of Ontario Institute of Technology in Oshawa, Ontario. Her previous position was Director, School of Human Kinetics and Recreation at Memorial University in St. Johns, Newfoundland. Dr. Bluechardt has a PhD in Community Health (Exercise Science and Health Promotion) from the University of Toronto, and a MSc and Bachelor of Physical and Health Education, both from Lakehead University. Dr. Bluechardt also holds a certificate in Conflict Resolution (Negotiation) from the Justice Institute of British Columbia, as well as Emergency Medical Technician certification from the Saskatchewan Institute of Applied Science & Technology. Dr. Bluechardt was a professor at the University of Regina in both the Faculty of Kinesiology and Health Studies, and the Faculty of Education. From 2001 to 2005, Dr. Bluechardt was the National Director Coach Development of Special Olympics Canada. Dr. Bluechardt is a member of many international, national and provincial organizations which advance the lives of persons with disabilities. Dr. Bluechardt has received a number of Awards, and her most recent from the Canadian Association for the Advancement of Women and Sport and Physical Activity 2008 Most Influential Women. Dr. Bluechardt is also a member of the Canadian Sport for Life/Long Term Athlete Development Expert Committee, and focuses on athletes with disabilities.
Andy Sarwal, Director
Mr. Sarwal is the founder, chairman and chief executive officer of Alexandrina. Mr. Sarwal has over 10 years experience in real estate development, land assessment, strategic community planning, master planning and redevelopment. He also has extensive knowledge and expertise in construction management, renovation and property operations. Mr. Sarwal was instrumental in getting the massive University Park mixed-use project in downtown Austin through the municipal zoning and entitlement process. This included securing zoning for 2.8 million square feet of buildable area. Mr. Sarwal received a BA from The University of Texas at Austin and his Masters Degree from Duke University, is currently a member of the Texas Bar, and is responsible for the funding of the NSCC Trust. Mr. Sarwal continues to be very involved in state, national and international real estate and serves on numerous boards and committees, including The University of Texas College of Natural Sciences, The University of Texas Marine Science Institute, BFL Task Force, and Opportunity Austin.
Salvatore Panico, P.E., Director and Principal-in-Charge
Mr. Panico is licensed as a Professional Engineer in nine states including Florida. He is experienced in all project phases from conceptual design through detail design including construction and project start-up. His experience also includes management of the Department of Energy Research Laboratory Facility in Alexandria, V.A. He has instructed and authored numerous papers in the engineering field. Mr. Panico has worked on various institutional, commercial and residential building projects such as aquatic facilities, power plants, and industrial plant projects which he had been principal in charge of the design of a number of correctional facilities. Mr. Panico's extensive experience has centered on project management, proposal development, marketing, construction management, contract negotiations, including mechanical engineering and design. His 35 years of engineering in the heating, ventilation, air conditioning and plumbing designs for facilities in multiple markets including energy conservation, health and life safety systems, including fire protection. He provides technical capabilities in all facets of engineering management and assists clients with full service capabilities. This would include value engineering and design required in today's markets to ensure the completion of quality projects, on-time and within budget. Mr. Panico founded Burrwood Engineering and Design P.C. in 1983 which later became Burrwood Engineering P.C. In the year 2000, Burrwood Engineering P.C. became a division of Tetra Tech. In the year 2005 he founded Construction Management and Engineering Consulting Services. Mr. Panico has been active with other philanthropic organizations as well, such as The Sisters of St. Ursaline Center where he was recognized for his distinguished service, and the Suffolk County Community College Foundation. As a member of the foundation board and on its "Edu-Tech of Suffolk", Board, he provided technical support for the development of a much needed HVAC program addressing the demands of specialists who are properly trained and certified to install and maintain technology advanced HVAC systems. The foundation awarded Mr. Panico with the "Presidential Medallion for Exemplary Service to the College", the highest service award given by the institution recognizing his extraordinary and sustained contributions made to the well being of Suffolk County Community College, its students and its facility.
Ambrose Rowdy Gaines, Director
Ambrose ("Rowdy") Gaines IV is a former American swimmer, U.S. Olympic Hall of Fame member, Olympic three-time gold medalist, and member of the International Swimming Hall of Fame. He is a chief fundraiser for USA Swimming as well as a swimming analyst for television networks ESPN and NBC including coverage of the Beijing 2008 Summer Olympics, his fourth as a TV commentator.

Rowdy resides in Lake Mary, FL and is currently the Executive director of Rowdys kids. Rowdys Kidz is wellness initiatives focused on helping Americas youth create healthier lifestyles and more confident futures. Today, Gaines is often referred to as "Swimmings Greatest Ambassador." Maybe life goes on without the Olympics, but not for the fastest swimmer on Earth. His determination to compete in Los Angeles in 1984 and his stellar success mark Rowdy Gaines as one of the world's most dedicated, ambitious athletes and symbolized the American quest for more than gold.
James Nickelatti, Director
Mr. Nickelatti currently developed, owns and operates several retail service entities and franchises in the State of Texas which have consistently been top performers in each of their markets. Mr. Nickelatti has received numerous awards from the franchisor, including Founder's Award For Excellence, Business of The Year Award and Market Impact Award. Before moving to Texas, Mr. Nickelatti spent more than 15 years in senior management in real estate asset management for several financial institutions in the in the United States, including Real Estate Software Associates, Real Estate Research Corporation, Rosenberg Real Estate Equity Fund (RREEF), Landau & Heyman and MetLife. His responsibilities included all areas of commercial office, retail and residential operations, development, renovation, leasing, acquisitions and sales for millions of sq ft of properties located throughout the United States.
Mr. Nickelatti received his Bachelor's Degree in Finance from the University of Wisconsin, and Master's Degree in Real Estate Appraisal and Investment Analysis from the University of Wisconsin in Madison. Mr. Nickelatti, has served on several BOMA International committees, the Illinois Northern Brokerage and Marketing Committee, Suburban and Industrial SIG, and State Government Affairs Committee. He currently serves on the United States National Franchise Advisory Board, National Service Advisors Task Force, the Industry Relations Fund Oversight Executive Committee.
Brandon Drawz, Director
Mr. Drawz will be responsible for all activities of our NSCC Facilities Nationwide. He will oversee our contracted risk management group, define programs and services, market the facilities for events and oversee event planning. Brandon has over fifteen years experience in the field and is one of the most respected in the country. Drawz currently serves as the Director of one the largest and most comprehensive aquatic facilities in the United States and is considered the preeminent expert in event procurement and management, facility design and operations. Additionally, he serves the aquatics field in several other capacities: Executive Director of Mt. Hood Aquatics (multi-facility operation); Northwest Sectional Chairman; and the Western Zone Director, a position which holds a seat on the Board of Directors of USA Swimming.Furthermore, Drawz is also an experienced project manager with an expertise in major aquatic center re-design. Drawz directly oversaw the re-fit of the decades old Mt. Hood Aquatic Centerbringing it from obscurity to that of a world class venue. Mr. Drawz will be responsible for all activities of our NSCC Facilities Nationwide. He will oversee our contracted risk management group, define programs and services, market the facilities for events and oversee event planning and execution.
John McIlhargy-Executive Director
Mr McIlhargy, more commonly referred to as Mac, was the director of the Project Development Department for USA Swimming. Located at the U.S. Olympic Training Center in Colorado Springs, CO, USA Swimming is the national governing body for the sport of swimming. The organization administers competitive swimming in accordance with the Amateur Sports Act. It also provides programs and services for its members, supporters, affiliates and the interested public. Mac is also the Founder and Senior Technical Advisor to the National Swimming Center Corporation, a specialized non-profit facilities development corporation prior to becoming the corporations Executive Director. Among the many services that USA Swimming provided its members is consultation in developing and planning new aquatic facilities as well as renovating and upgrading existing facilities. This is Macs expertise as he draws upon his many years within the sport, design and aquatics industry to be the point person for the Facilities Development Department. An engineer and construction manager, Mac worked for years at an East coast engineering firms of Burrwood Engineering, The Thomas Group and Tetra Tech specializing in sports design as the vice president of sports development. Tetra Tech Sports was involved with may sports disciplines from sports arenas, baseball stadiums, and sports planning. Mac later joined USA Swimming in 2004 and helped create the Facilities Development Department.
Prior to accepting the post with NSCC he was the technical engineering consultant for the Beijing Olympics, with the Chinese government, assisting with the development of their aquatic center for the upcoming 2008 summer Olympics in Beijing. John has also consulted with FINA facilities for several World Championships events and pioneered the concept of using temporary facilities in sports arenas for the largest events. Stadium conversion may be quite simple

The swimming pool would run down the third- base line. Additional pools would sit beyond the left-field wall, where the batting cages now stand. And, by the way, City of Palms Park would get a roof.
That's how one version of the National Swimming Center Corp.'s proposal might look if the company and Lee County reach an agreement to build an aquatic complex that could play host to events from local swimming meets to the Olympic swimming trials.
Unable to find a baseball team to replace the Boston Red Sox, who are moving into a new stadium east of Interstate 75 for in 2012, county officials have been looking at alternative uses for City of Palms Park, which has been the spring home of the Red Sox since 1993.
"Wow," said Bob Koenig, senior vice president for Kraft Construction, the company that built the ballpark for the Red Sox in the early 1990s. "Structurally, I think it would work."
Current structure
Sal Panico, a licensed engineer and executive director of the National Swimming Center Corp., is convinced as well that the baseball stadium can be converted into an Olympic-caliber swimming center. "From an engineering standpoint, I don't see anything significant existing facing us. The stadium is in great shape.
"The infrastructure and superstructure and layout are there, and I don't see any problems with soils. The footings and superstructure are more than adequate for this use." The keystone of the project would be a natatorium - an indoor swimming stadium. To achieve that, the stadium's seats, the current infield and part of the outfield would be under what likely would be a domed roof - imagine the space being the size of two typical Home Depot stores side by side. "We're envisioning a fabric roof," Panico said. "You don't have the snow issues that you have up north. They're expensive."Panico said the current overhang roof would come off. "Aside from that," he said, "we'll use 100 percent of what is there."
The cost to retrofit the stadium is estimated at about $36 million, but Panico said he thought it might be done for a few million less. Of that total, $25 million will come from the National Swimming Center Corp. The price would be $75 million without roads, sewers and other infrastructure available, Panico said. The cost would be about $45 million if the infrastructure was already there.
Former Lee County commission chairman John Albion and his wife Lauri are working as consultants with swimming center officials. They are "swim parents" with two sons and a daughter in competitive swimming. "There is everything there that you need," John Albion said. "Under the stadium, concession stands are in place. You need bathrooms, and there are bathrooms there. There is plenty of parking. "The locker rooms would probably need to be remodeled. But what we are really changing is putting a pool in there." Albion said one of the biggest obstacles when building a swimming center is what's beneath the soil.
"You don't have that situation here,'' he said. "The structure is formidable. There are no wires and no obstructions to deal with."
In addition to the Olympic-size pool - 50 meters long (about 164 feet) and eight lanes wide - and stadium, two additional pools, a diving well, a swim center, possibly a hotel and some retail shops are envisioned for the area near downtown Fort Myers. The other pools - one Olympic-size - and diving well would be built in the area of a long home run over the left-field fence. That's also where Rowdy Gaines, a three-time Olympic gold medal winner

MHCC Helps East County Kids Learn to Swim
GRESHAM, Oregon The facts are sobering: children from non-swimming households are eight times more likely to be at-risk for drowning; in ethnically-diverse communities, the youth drowning rate is 2-3 times higher than the national average. Motivated by newly released information from USA Swimming, Mt. Hood Aquatic Center has joined forces with the Mt. Hood Aquatics swim team, East County Head Start, and the David Douglas and Reynolds school districts to provide free swim lessons to hundreds of children, and water safety education to thousands. Efforts are being supported by grant funding awarded by the USA Swimming Foundation, Speedo, the National Swimming Center Corporation, and the East Portland (Oregon) Neighborhood Office.
Research tells us that if a child doesnt learn to swim by the third grade, they likely never will, said Chris LaBianco, Chief Development officer for the USA Swimming Foundation. Swimming is more than a recreational skill, its a skill that can save lives, and it is vitally important that we provide this opportunity to kids from all socio-economic groups at an early age.
As a local implementation of the USA Swimming Foundations anti-drowning initiative, Make A Splash, children enrolled in Head Start at the on-campus site of Mt. Hood Community College, and elementary school children in the Reynolds School District who qualify for the free or reduced lunch program will be eligible to participate in swim lessons at no charge during the upcoming school year. Additionally, water safety education days will be held this coming fall at each of the elementary schools in the Reynolds School District. Free lessons are already in progress for eligible elementary students enrolled in the free or reduced lunch program in the David Douglas School District
