Changes in government budgets and funding have caused a re-evaluation of municipal strategies for developing community sports infrastructure and diversifying tax revenues. In the “new economy”, “cooperative relationships” are becoming more popular and are facilitating the progress of revenue producing projects to the forefront of priority lists. Utilizing these “value added“ service organizations, that create blended social and financial value, is not for everyone, but in areas of needed economic growth or re-vitalization they are emerging to be an ever expanding resource and option.
The National Swim Center Corporation (NSCC) is a sports development corporation that supports new aquatic sports facilities development and the adaptive re-use or renovation of existing infrastructure in the United States. All NSCC projects will be aquatic centered but aquatic sports is just one of many cooperative sports and entertainment uses of our facilities.
At the NSCC we are promoting professional multi-use sports design, professional sporting events and facilities operations and supporting the professional aquatic athlete.

CONSULTING SERVICES
NSCC's Planning Assessment and Review Services, Program management, and Design Assessment Teams act as consultant/owners advocate in conjunction with a Design/Build “Team” or “Design, Bid, Build Team” and will assist in studying, planning and coordination of aquatic and related sports development and construction projects. The Team will enable an owner to bring their important project to fruition while maintaining overall control of the project at all key points. The process of control is key and of the utmost importance to the successful completion of any project– on time and on budget.
The ability to better control Project programming, Project design, the Ensuing budget, Project schedule, and Construction team will allow the owner more control and streamlined decision making abilities by having on their team the expertise to deal with these specialized projects. This process will put a small part of the supervisory process in the hands of specialists and leave the owner more time to deal with the overall project concept, funding, and financing as appropriate.
The PAR Team will support the owner through the construction process from the initial project inception to programming and conceptual development stages, through final construction on a timely and economical basis. Coordinating the designs for building aquatic centers projects, they help the owner oversee the organization, scheduling, and implementation of the project to execute those designs. The PAR Team will:
• facilitate the early planning, feasibility and budget requirements
• Help owner understanding programming requirements to support budget and design
• Support the owner with the review of design teams
• Help the owner in evaluating design documents insuring they meet the required program specifications
• Assists the owner and or owners rep. with the coordination and management of people,
• Help the owner with materials and equipment budgets (construction and operating),
• Consults the owner on schedules and critical path decisions,
• Contracts with the owner as part of the “owners” team.
The PAR Team will assist the owner in evaluating appropriate construction methods and the most cost-effective plan and schedule. They will oversee the performance of all trade contractors and are responsible for working with the owner to help insure all work is completed on schedule. The Team may direct and monitors the progress of construction activities, sometimes through construction supervisors or other construction managers if required but under a separate contract.
The PAR Team may assign several subordinates, such as project managers, program managers, assistant managers, superintendents, field engineers or crew supervisors, reporting to them directly depending on the magnitude of the project. They would regularly review engineering and architectural drawings and specifications to monitor progress and ensure compliance with plans and schedules, and track and control construction costs against the project budget to avoid cost overruns.
The Center for Community Aquatic Design is the clearinghouse for NSCC's many facilities Development activities-from promoting programmed based sustainable design to leading design based technical assistance to projects in schools and municipalities-that influence the quality of life in our communities.
The Center is a nonpartisan forum that provides information, develops policy, creates partnerships, and assists in advocacy efforts to facilitate discussions of aquatic design for the 21st century and informs on the options for schools and municipalities worldwide.

• Development of the standards for designing the Aquatic Center of the 21st Century- (Physically supporting and building it as a model for future development)
SAFE WATER AND AIR TREATMENT TEAM:
Poor indoor air quality is by far the number one epidemic in both older facilities and new ones. In older facilities past codes, different bather loads, design and equipment all play a role in IAQ, and identifying the right remediation plan isn’t simple and can be costly. In newer facilities the advent of shallower, warmer water and recreational features contribute to higher moisture and discharge of gas to the environment. Indoor swimming pools are complicated environments and understanding the principles of dehumidification, air distribution, water chemistry and design all play a role in the forensics to insure: healthy and safe environment for the many different user groups, protection of the Building Envelope and Equipment and energy efficiency

Modeling for a New Sports Center:

SPORTS CENTER MANAGMENT AND OPERATIONS
In today’s fast paced and sometimes "fickle" market, sports centers cannot be single purpose, they need to be multi-use and transformational. The sports venue has become an entertainment and a community venue and the community venue must sometimes give way to the later.
